Foreword:
The 15th Five-Year Plan period (2026–2030) is the initial stage for realizing the Second Centenary Goal and a critical period for China to move toward the goal of basically achieving modernization by 2035. In the new era, high-quality development of the rubber additives industry must be guided by new thinking, new concepts, new models, and new business forms. From October 29 to 31, 2025, the 2025 Annual Member Conference of the Rubber Additives Professional Committee of the China Rubber Industry Association (CRIA) and the 25th National Rubber Industry New Materials Technology Forum were held in Zhuhai. At the conference, the 15th Five-Year Development Plan for the Rubber Additives Industry was released. A close reading of the document reveals the industry’s overall development philosophy and goals as follows:
I. Overall Philosophy
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era北京市人民政府外事办公室, we will fully implement the guiding principles of the 20th National Congress of the Communist Party of China, base ourselves on the new development stage, fully, accurately, and comprehensively apply the new development philosophy, and foster a new development pattern. Centered on promoting high-quality development of the rubber additives industry, driven by scientific and technological innovation and integrated development, focused on enhancing the supply capacity of high-end products, and guaranteed by improved safety, environmental protection, and low-carbon development, we will concentrate on optimizing key products, refining and greening key technologies, strengthening and expanding key enterprises, and fostering new productive forces that are innovative and green. We will break through development bottlenecks from multiple dimensions, coordinate development and security, and make persistent efforts to advance China’s rubber additives industry toward the end of the industrial chain, the high end of the value chain, and the forefront of the innovation chain, so as to build an internationally competitive rubber additives industrial cluster with enduring core competitiveness.
II. Development Goals
1. Maintain Stable Industry Development
During the 15th Five-Year Plan period, China’s rubber additives industry will enter a stable development phase. Domestic leading enterprises, which expanded production capacity significantly during the 14th Five-Year Plan period, will enter a capacity release stage.
Market Concentration: The dominance of leading enterprises will strengthen. In 2021, there were 13 enterprises with sales revenue exceeding 500 million yuan, accounting for 74.3% of domestic sales. By 2024, the number of such enterprises increased to 18, accounting for 81.3% of domestic sales.
- By 2030: Enterprises with sales revenue exceeding 500 million yuan will account for 90% of total domestic sales revenue.
Information Transparency & Efficiency: The internet, social media, and vertical information platforms have exponentially improved information dissemination efficiency, enabling enterprises to quickly track competitor dynamics, industry policies, and changes in user demand, significantly reducing information asymmetry among market participants. Production costs for various rubber additives have become more transparent, and with the increase in market players, industry sales revenue growth has slowed. Currently, the industry employs 17,617 people. Per capita output value reached 1.3778 million yuan during the 13th Five-Year Plan period and rose to 1.7794 million yuan during the 14th Five-Year Plan period due to significant automation improvements.
- By 2030: Per capita output value will be further increased.
2. Further Enhance Industry Competitiveness
- By 2030: Total industry output ≥ 1.8 million tons, with an average annual growth rate of approximately 2.1%.
- By 2030: Total industry sales revenue ≥ 35 billion yuan, including ≥ 3 enterprises with sales of 3–4 billion yuan, ≥ 2 enterprises with sales of 2–3 billion yuan, and 5 enterprises with sales of 1–2 billion yuan. Leading backbone enterprises will maintain an average annual sales growth rate of over 5%, and the entire industry will maintain an annual sales growth rate of approximately 3%.
- By 2030: Per capita annual sales revenue for the industry ≥ 1.9 million yuan; per capita annual sales revenue for the top 10 enterprises ≥ 2.4 million yuan.
- By 2030: Export volume will stabilize at around 430,000 tons, with an average annual growth rate of less than 1%.
3. Strengthen Technological Innovation Capabilities
The industry’s technological innovation capabilities will be effectively enhanced, and the proportion of high-performance green products will increase significantly. Enterprises will be encouraged and supported to establish various scientific and technological innovation platforms, such as national and provincial-level technology research centers, enterprise technology centers, and engineering research centers. Collaboration between enterprises, universities, and research institutes will be promoted to industrialize scientific research achievements.
- By 2030: R&D expenditure of enterprises above designated size will account for 3.0% of sales revenue; the output value of high-tech products will exceed 60%; brand added value and the share of brand economy will continue to rise; the overall index of integration between industrialization and informatization will reach 100%.
4. Deepen Low-Carbon, Green, and Intelligent Development
We will intensify the development and application of green processes and technologies, actively adopt advanced equipment and processes in conjunction with policies for traditional industry revitalization and equipment renewal, and accelerate the green transformation and upgrading of key products. We will increase the proportion of clean energy use and improve resource recycling. We will strengthen online monitoring of enterprise energy consumption, enhance the informatization level of energy conservation management, and explore a “zero-carbon” development model. We will continue to promote the construction of intelligent manufacturing workshops and factories, and establish a number of benchmark enterprises for digital transformation.
