During the 2026 Two Sessions, Xu Guanjv, a deputy to the National People's Congress and Chairman of Transfar Group, put forward proposals on the green and low-carbon development of the synthetic rubber industry based on frontline enterprise practices. He emphasized that the green transition is no longer an environmental choice but a survival battle that determines whether the industry can seize the initiative in the global industrial chain.
Breaking Through with Frontline Practices: Proactive Layout Secures Long-term Green Initiative
As a leading domestic producer of bio-based polybutadiene rubber, Transfar Synthetic Materials has made critical progress in sustainability. The company has obtained certification under the International Sustainability and Carbon Certification (ISCC PLUS) system, establishing a complete supply chain from bio-based butadiene procurement to bio-based polybutadiene rubber productionISCC System.
Furthermore, Transfar Synthetic Materials is proactively laying out a domestic development path for bio-based butadiene. It is promoting the establishment of joint laboratories with universities and other research institutions to drive the localization and independent control of core raw materials—a strategic direction that has won wide recognition from downstream customers.
In low-carbon production, Transfar has also achieved remarkable results. By implementing multiple energy-saving technical renovation projects, the carbon intensity per unit of polybutadiene rubber in 2025 decreased by more than 10% compared with 2024, and the product carbon footprint dropped by over 5%, realizing dual breakthroughs in energy efficiency improvement and emission reduction.
Industry Dilemma Under Dual Pressures: High International Barriers, Weak Domestic Momentum
However, China's synthetic rubber industry currently faces dual pressures from rising international green barriers and insufficient domestic transition momentum.
Internationally, the EU has explicitly stated that it will continue to expand the scope of the Carbon Border Adjustment Mechanism (CBAM) assessment after 2026, and chemical products are highly likely to be included. Meanwhile, multinational tire giants are continuously upgrading their requirements for supply chain sustainability, and green capabilities have become a threshold for market access.
Domestically, although the industry has set a direction of green, intelligent, and high-end development in the 15th Five-Year Plan, supporting policies are not yet systematically formulated. Capabilities in carbon footprint accounting and internationally recognized green certification remain weak. Constrained by high investment and long payback periods, small and medium-sized enterprises have the willingness to transition to green development but are often limited by capital and technological bottlenecks, finding themselves in a dilemma of 'having the heart but not the means.'
Four Proposals: Turning Green Performance into Real Corporate Assets
Xu Guanjv proposed that the green transition is not just an environmental choice but a survival battle that determines whether the industry can seize the initiative in the global industrial chain.
Based on frontline practices and industry research, Deputy Xu put forward four proposals aimed at building a virtuous cycle of 'market-driven + policy-supported' development.
- 1、Establish a green performance evaluation and trading system to assetize green capabilities. Formulate unified evaluation standards and credit certification rules around dimensions such as the proportion of green raw material substitution, reduction in product carbon intensity, and use of clean energy. Establish an industry-recognized green performance credit trading platform to effectively convert green performance into real corporate assets.
- 2、Strengthen supporting systems to break capacity bottlenecks. Accelerate the development of standards and data capabilities. Based on national standards, guide leading enterprises to take the lead in formulating standards for carbon management and energy consumption control, and simultaneously build an industry-level carbon data and energy consumption management platform. Guide financial institutions to use green performance credits as a basis for credit granting.
- 3、Promote supply chain and application-side drivers. Promote green procurement norms, establish an industry green product certification system, and drive industrial upgrading through market demand.
- 4、Launch regional pilots and cultivate benchmarks. Select enterprises in key production areas to carry out 'near-zero carbon factory' pilots, regularly select industry green leaders, and provide support.
Deputy Xu Guanjv stated that Transfar will continue to deepen its presence in the green track of synthetic rubber, collaborate with upstream and downstream industrial chains in an open manner, win the initiative in the global industrial chain through green innovation, and contribute Transfar's strength to China's manufacturing in the era of carbon peaking and carbon neutrality.
